My Lord,

I have the honour to transmit the enclosed

memorial which has been addressed to Your Lordship by Mr. D.

Wood, Superintendent of Accounts, Correspondence and Stores, Public Works Department, on the subject of his personal

allowance. The matter has been dealt with in correspondence

ending with Lord Harcourt's despatch No.282 of the 24th

October, 1914.

It will be seen that the memorial is dated

the 20th January, 1919. It was pointed out to Mr. Wood at

the time that the Salaries Commission was about to sit, and

he agreed that the matter should remain in abeyance pending

the Commissioners' report. I enclose a copy of a minute which was written by Mr. Wood immediately before his recent departure on leave, from which it would appear that there has been some misunderstanding regarding Mr. Wood's wishes as to the forwarding of the memorial; it being thought that he was prepared to wait until the revision of salaries was

completed.

The Salaries Commission put the post of Superintendent of Accounts, Correspondence and Stores in Cadet Class 111, £700 to £850, for which class I recommended a rate of £700 to £800; and the Commission advised that the personal allowance which Mr. Wood was then drawing should be continued during his tenure of office. Mr. Severn, in com- menting on the Commissioners' recommendation, stated that
